The 1827th Stated Meeting of the Western Center was
held on Saturday, November 6, 1999, at the Birch Aquarium at Scripps,
University of California, San Diego. It included a reception, docent tours of
the aquarium, dinner, an induction ceremony for new Fellows, and a panel
discussion. The subject of the discussion was Immigration: Proposition 187—Five
Years Later. It addressed the controversial California ballot
initiative that sought to deny education and other services to illegal
immigrants. The measure, approved by voters in 1994, was declared
unconstitutional and has never been enforced. Ruth Adams, a visiting scholar at
the Institute on Global Conflict and Cooperation, UC San Diego, acted as
moderator. Panel members were Frank D. Bean, professor of sociology, UC Irvine;
Leo R. Chavez, professor of anthropology, UC Irvine; and Min Zhou, professor of
sociology and Asian American studies, UCLA.
