End Counter-Productive Policies

Some of the country's current policies make adaptation more challenging and costly. People impacted by flooding need assistance, but the country must be strategic about rebuilding in flood-prone areas. Similarly, in some places where water is scarce, current laws encourage people to use more water, not less. The government should review all current rules and make changes to remove harmful incentives.
