Baltimore City Youth Data Hub

Program Description: 

The Baltimore City Youth Data Hub, launched in 2022, is a data system that allows public and private partners serving youth to share anonymized data about young people’s outcomes in a private, secure, de-identified way. It aims to help inform policy and better direct resource allocation. 
 
The Youth Data Hub aggregates data provided by Baltimore City, Baltimore City Schools, and Baltimore’s Promise. It integrates data from the school system with data from health and human service agencies. By combining data from multiple agencies, the Youth Data Hub will allow local leaders to examine inequities faced by the city’s most vulnerable children. It currently includes data from more than 100 organizations across Baltimore.

Impact: 

This data will allow policymakers in Baltimore to better assess the health of their communities and learners’ performance in schools. Prior to the hub, many organizations that served the same children were unable to share the data they collected.  
 
In 2025, the Youth Data Hub was applied to the city’s Summer Engagement Ecosystem. This was the first time the hub was implemented. It allowed the city to see all participants in youth programs, without duplications. This implementation project aimed to document what opportunities are available to young people in the summer, which young people are participating in opportunities, and what gaps remain. Ultimately, the city hopes to use this data to expand the reach of their summer programs. 
 
Future studies hope to identify gaps in education, health, housing and employment.  

Population Served: 

Learners, educators, researchers, community-based organizations, and policymakers in Baltimore. 

Key Steps for Implementation: 

• Spearheaded by Baltimore’s Promise, a nonprofit that brings together city educators, employers, philanthropists, and policymakers to improve the city. 

• In 2017, Baltimore was accepted into an Actionable Intelligence for Social Policy Learning Cohort. 

• In 2019, a project team and city-wide working group were formed. 

• In 2020 and 2021, they worked to draft a legal framework that complies with federal, state, and local data sharing and privacy regulations. 

• Maryland General Assembly approved legislation to authorize data sharing and establish the hub in 2022. 

• An Executive Committee was created to determine priorities for the Youth Data Hub. A Data Oversight Committee oversees the development, use, and implementation of the data in the Hub. And a Communty Research and Action Committee made up of both adults and youth gives the Baltimore community a direct role in how their data products are used.
