Nevada’s Competency-Based Learning Approach
Nevada’s Competency-Based Learning approach empowers each learner to progress toward their individual goals at their own pace.
Program Description:
Nevada sees promise in Competency-Based Learning as one instructional model that can effectively support specific student groups. Competency-based learning is a system of instruction by which a student advances to a higher level of learning when they demonstrate mastery of a concept or skill, regardless of the time, place, or pace at which the student progresses. This design allows students to work at their own pace and reach individual goals alongside grade advancement requirements.
Local school districts and charter schools can choose to adopt and implement the competency-based learning approach, as it is not mandated by the state. To support high-quality implementation, the Nevada Department of Education is establishing an application process with specific criteria for schools interested in offering CBE programming. Participating districts and charter schools are expected to align their programs with the grade-level Nevada Academic Content Standards, ensuring all students maintain access to rigorous, grade-level content while receiving personalized learning supports.
This student-centered approach to learning is designed to create more collaborative educational communities. As part of this approach, the state has developed the Nevada Portrait of a Learner, which highlights the durable skills that students learn and use as they demonstrate mastery through application, showcasing how Nevada learners will contribute to their community, connect with each other, and thrive through challenges.
Impact:
The competency-based instructional approach is designed to provide personalized learning to students, ensuring they have the resources they need to master key content and reach their full potential. A personalized approach to education can allow learners alternative approaches to how they acquire knowledge and skills including increased flexibility in educational models. Most importantly, it allows educators to meet students where they are on their individual learning journeys.
Population Served:
Following the passage of Assembly Bill 110 in 2017, local schools may apply through their districts to adopt and implement a competency-based learning model.
