RGXXI: Academy Committee for the American Academy of Arts and Sciences (AAAS) and National Academy of Sciences (NAS) Joint Committee for the International Centre of Insect Physiology and Ecology (ICIPE)
Historical Note
The Academy Committee for the American Academy of Arts and Sciences (AAAS) and National Academy of Sciences (NAS) Joint Committee for the International Centre of Insect Physiology and Ecology (ICIPE) was established in 1970 and existed officially within the Academy until 1978, Carroll Wilson serving as Chair for the duration. However, as early as 1967, Carl Djerassi proposed a model for advanced scientific research centers in developing countries at the 17th Pugwash Conference on Science and World Affairs in Ronneby, Sweden. Thomas R. Odhiambo of the University College, Nairobi read the proposal later published in the Bulletin of the Atomic Scientists (Volume 24, 1968) and wrote to Djerassi, proposing a research institute in insect physiology and endocrinology be created in East Africa. As a result of this exchange, the American Academy led by John Voss, Chief Executive Officer and Victor Rabinowitch of the Office of the Foreign Secretary of the National Academy of Sciences proposed to the AAAS-NAS joint Committee for Pugwash Conferences and Other International Programs (U.S. Pugwash) a plan for exploratory meetings to consider such a center.
National and international meetings were convened by an Interim Organizing Group from 1968-1970 to explore the feasibility, organizational framework, sponsorship, and research activities. ICIPE was established on the campus of University College, Nairobi in 1970. Its scientific directive would be to carry out advanced research in such areas as insect physiology, endocrinology, genetics, biochemistry, organic chemistry, biophysics, ecology, and related disciplines. Its goal, however, was to strengthen the scientific community in East Africa through the establishment of a laboratory and provide scientific training for Africans. It was incorporated as a non-profit membership company under Kenyan laws. Members would elect a Governing Board, which was advised by an International Committee and by an East-African Committee. The International Committee consisted of representatives from scientific societies and institutions relevant to the studies of ICIPE. The East African Committee consisted of representatives of universities and research institutions within East Africa. Twenty Directors of research from developed nations would conduct research, guide research associates and train qualified persons from Africa in advanced research methods in home laboratories. Of these, one is appointed Director. Thomas Odhiambo was the first.
Initial funding was received from The Sloan Foundation, NAS, Research Corp. of NY, Allen Foundation, Academy, and US Agency for International Development. The universities of Wageningen and Amsterdam covered the construction of the first lab as a gift. In 1972 ICIPE received a major grant from the United Nations Development Programme (UNDP).
Scope and Content
The series is contained within the Academy Archives’ Record Group XXI: Academy Projects and Programs. This series contains the administrative and project records of the Academy relating to the founding and operation of ICIPE, from 1968 to 1985. The majority are records created between 1968-1978 by the executive office of John Voss during the establishment of ICIPE (1968-1970) and the duration of the joint AAAS-NAS Committee (1970-1978). Records are comprised of administrative files, publications, grant files, finance files, and personnel files. Included among administrative files are correspondence, minutes of meetings, and memoranda relating to the establishment and governance of ICIPE. Included among grant files are draft proposals and correspondence with grantors.
Significant materials include the correspondence files of the Academy, particularly those relating to the founding of ICIPE. Also significant are minutes of the meetings of the Governing Board and the International Committee.
Arrangement
Processing for the series utilized MPLP principles, thus minimum preservation steps were taken, and folder titles listed in the finding aid are as they appear on the actual folders. Records of the Academy Committee were kept by the office of John Voss, Chief Executive Officer of the Academy. Original order of the records was maintained, with records interfiled where appropriate. Some files were created outside the filing system and were incorporated with like materials.
The series is divided into seven subseries: Subseries 1: Correspondence; Subseries 2: General Meetings and Reports; Subseries 3: Leadership; Subseries 4: Facility; Subseries 5: Personnel; Subseries 6: Grants; and Subseries 7: Finance.
Of these, Subseries 3: Leadership and Subseries 6: Grants are further organized into sub-subseries.
Subseries 3: Leadership is further organized into seven sub-subseries: Sub-subseries 3.1: Interim Organizing Group; Sub-subseries 3.2: Governing Board; Sub-subseries 3.3: International Committee, Sub-subseries 3.4: Joint Committee, Sub-subseries 3.5: ICIPE Foundation; Sub-subseries 3.6: Research Directors; and Sub-subseries 3.7: Visiting Group on Administration and Finance (VGAF).
Subsubseries 6: Grants is further organized into two sub-subseries: Sub-subseries 6.1: United Nations Development Programme (UNDP); and Sub-subseries 6.2: Other Grants.
