RG XXI: Initiatives for Children Program

ADMINISTRATIVE INFORMATION


Historical Note

Initiatives for Children (early var. Steering Committee on the Future of America’s Children) was officially active from 1991 to 2002. It acted as the larger program overseeing various projects of the Academy related to the health and welfare of Children. Howard Hiatt was chair for the duration of the initiative. 

Projects under this program include: Intergenerational Literacy Tutoring (chair, Jerome Kagan; 1992-2001), which introduced pilot intergenerational literacy programs into the Cambridge and Boston School Districts, resulting in concrete replication and dissemination materials intended to serve as a guide for other school districts; Center for Evaluation (chairs included Frederick Mosteller and Richard Light; 1995-2001), which assessed intervention based education policies on whether these policies were supported by adequate data and information. Other projects included an Indicators Project (developed by Nathan Keyfitz; 1992-1994); School Readiness (developed by Martha Minow and Richard Weissbourd, 1993-1995); variously subtitled projects regarding the Role of Universities in K-12 Education (primarily chaired by Ronald Latanision; 1993-2000); Youth Public Service (co-chaired by Robert Coles and Thomas Ehrlich; 1994-1996); Injury Prevention (chaired by Paul Wise; 1994-1996); Arts and Humanities (co-chaired by James Akerman and Jessica Davis; 1995-1997); Family Income Support (chaired by Richard Behrman; 1995-1997); and the Active Girls Initiative (co-chaired by Howard Hiatt and Ellen Payzant; 1998-2001). 

Major conferences held included the Building Initiatives for Children Conference, January 26-27, 1994, and the March 3-5, 1995 Convocation on Major Problems in Education, the latter of which contributed to Daedalus issue Vol. 124, No. 4, "American Education: Still Separate, Still Unequal" (Fall, 1995). The last of the program’s activities occurred in 2001. At the 1858th Stated Meeting of the Academy on April 10, 2002, the Academy honored Howard Hiatt and Frederick Mosteller for their work.

Funding was provided by the Commonwealth Fund, William T. Grant Foundation, Robert Wood Johnson Foundation, Esther A. and Joseph Klingstein Fund, David and Lucile Packard Foundation, and Pew Charitable Trusts.

Scope and Content

The series is contained within the Academy Archives’ Record Group XXI: Academy Projects and Programs. This series contains the administrative, and project records of the Steering Committee for the Initiatives for Children program, variously known as the Future of America's Children (1990 to 1992), from 1990 to 2001, the majority created between 1992-2000 by Howard Hiatt, Project Director and his staff, including Associate Director Penny Janeway.  Included among administrative records are correspondence, grantor and foundation correspondence, and steering committee meeting minutes and agendas. Included among project records are correspondence, transcripts, planning materials, and publications. 

Project records are incomplete. The majority of project records relate to Intergenerational Literacy Tutoring, Center for Evaluation, School Readiness, Youth Public Service, Arts and Humanities, and Family Income Support.

Processing for the series utilized MPLP principles, thus minimum preservation steps were taken, and folder titles listed in the finding aid are as they appear on the actual folders.

This group of records is organized into three subseries by function: Subseries 1: Administrative Records; Subseries 2: Project Work; and Subseries 3: Publications.

Subseries 1: Administrative Records are further divided into two sub-subseries by function: Sub-subseries 1.1: Steering Committee; and Sub-subseries 1.2: Grants. Sub-subseries 1.1 is arranged strictly chronologically, while Sub-subseries 1.2 is first arranged by Grantor and then chronologically.

Subseries 2: Project Work is further divided into two sub-subseries by type: Sub-subseries 2.1: Exploratory Projects; and Sub-subseries 2.2 Funded Projects. Sub-subseries 2.1 is arranged strictly chronologically while Sub-subseries 2.2 is arranged chronologically by project, with records for each project arranged chronologically.

Subseries 3: Publications is arranged chronologically.
