Amelia Keyes joined RFF in 2017. Her research focuses on climate policy and electricity sector regulation. Keyes develops and manages RFF’s Carbon Tax Incidence Model. Previously, Keyes worked as a Research Economist on energy and environmental policy at the White House Council of Economic Advisors and as a Research Associate at NERA Economic Consulting.
