Wrote book-length treatments of (1) political skill in acquiring and then expending or otherwise using political resources in the process of legislative coalition-building, (2) implementation processes following the adoption of legislation or executive orders, (3) field-level enforcement of social (e.g., safety, environmental) regulation, and (4) inter-agency collaboration.  Based on having supervised and coached over 600 field projects over thirty years on the faculty of the Goldman School of Public Policy, wrote a 100-page primer on policy analysis, one of the most widely used texts in graduate, undergraduate, and executive training programs.
