Leading scholar of the effects of division of power within governments and of the institutions of the European Union. His concept of veto players explains how the division of power within a government influences when the government cannot change current policies and the character of changes when they are possible. His studies of the institutions of the European Union show the role of the European Parliament contrary to the common view of its inefficacy. His work on nested games demonstrates why political actors engage in efforts that are counterproductive in one arena of politics in order to succeed in another.
