Dr. Hilal has been an extraordinary leader in research and higher education in the Sultanate of Oman through (1) being one of the founding members of Oman's premier university Sultan Qaboos University, (2) his leadership in the establishment of a research culture in Oman including being the founding leader of The Research Council (TRC) of Oman that funds and sets priorities for the research in the country and (3) his use of engineering expertise in driving Oman's efforts in sustainable buildings, water resource purification and management and alternate energy resource development.
