David and Mary Harrison Distinguished Professor of Law. Author of a widely acclaimed judicial biography, Justice Lewis Powell, Jr./(1994). Several articles, written over three decades on topics at the intersection of civil rights and constitutional law, have achieved classic status and are widely anthologized. Served as the Dean of the University of Virginia School of Law, Co-Director of the National Commission on War Powers, and on the Advisory Committee for the Federal Rules of Civil Procedure.
