Since 1990, made significant improvements in Virginia's academic programs, given increased attention to undergraduate teaching and research at all levels, achieved success in educating minority students and refinanced the university despite reductions in state support. In 1982 became Virginia's Secretary of Education and initiated reforms of secondary and higher education. President of the University of Connecticut, 1985-90.
