During career in the U.S. Foreign Service at the State Department, served as U.S. Under Secretary of State for Political Affairs under President George W. Bush. In this capacity, led negotiations on the U.S.-India Civil Nuclear Agreement; on a long-term military assistance agreement with Israel; and on Iran's nuclear program. Also served as U.S. Ambassador to NATO, Ambassador to Greece, State Department Spokesman, and on the National Security Council staff at the White House. After retirement, and in addition to his Harvard appointment, joined The Cohen Group, a consulting firm in Washington, D.C., as a Senior Counselor. Director of the Aspen Strategy Group and Vice Chairman of the American Ditchley Foundation.~~
