His research is concerned with all aspects of individual participation in elections: characteristics of those most likely to vote, the differential effect of legal and administrative provisions, political consequences of variations in turnout, and the political environment of election laws. His findings have directed attention to the importance of residential mobility and led to attempts to mitigate its effect on eligibility to vote.
