Cooter's research centered on applying economic theory to law. He made fundamental contributions to torts, contracts, property law, legal process, economic development, and constitutional law. He used collective choice theory to recast constitutional jurisprudence in terms of the consequences of Supreme Court Decisions, and also used microeconomics to explore the connection between law and social norms.
