Research focuses on a major new area of social science research on the citizenship effects of policy feedbacks, the ways in which public policies shape the form, scope, and character of democratic citizenship. Her previous scholarship looked at the institutional after-effects of policy shifts.  In major theoretical and empirical works, Mettler has married policy analysis to the measurement and explanation of shifts in mass political behavior and changes in interest group goals and activities. Her most recent book is Degrees of Inequality: How Higher Education Politics Sabotaged the American Dream (2014).
