Leading scholar, lawyer, educator, and academic administrator. He is a leading scholar of constitutional law, with a focus on presidential powers and executive branch constitutional interpretation. He published a number of influential articles exploring how the rule of law can be better institutionalized within the executive branch, and how constitutional and other legal constraints on the President can be made more effective, particularly with respect to national security issues. He put these ideas into practice, serving as associate counsel to President Obama in 2009.
