Scholarship addresses comparative constitutional law and methodology, proportionality, federalism, sovereign immunity and the 11th amendment, and gender equality. Member, AALS Executive Committee (2014-) Served as deputy assistant attorney general in the Office of Legal Counsel at the U.S. Department of Justice (2000-01), as a member of board of governors of the Washington, D.C. Bar (1999-02), as cochair of the Special Committee on Gender of the D.C. Circuit Task Force on Gender, Race, and Ethnic Bias (1992-95), and member of the advisory committee on procedures of the D.C. Circuit (1992-98).
