Author of Constitutional Engagement in a Transnational Era (2009), and Comparative Constitutional Law (with Tushnet, 3d ed. 2014). Former articles editor, current member Scientific Advisory Board, of The International Journal of Constitutional Law. Scholarship addresses comparative constitutional law and methodology, proportionality, federalism, sovereign immunity and the 11^th amendment, and gender equality. Reporter, American Law Institute Project on Sexual and Gender-Based Misconduct on Campus: Procedural Frameworks and Analysis. Member, AALS Executive Committee (2014-) Served as deputy assistant attorney general in the Office of Legal Counsel at the U.S. Department of Justice (2000-01), as a member of board of governors of the Washington, D.C. Bar (1999-02), as cochair of the Special Committee on Gender of the D.C. Circuit Task Force on Gender, Race, and Ethnic Bias (1992-95), and member of the advisory committee on procedures of the D.C. Circuit (1992-98).
