RG XXI-B: European Security Study (ESECS)
Historical Note
The European Security Study (ESECS) was officially active from 1982-1984. The goal of the project was to conduct a reassessment of the potentialities for deterring any military adventure against Europe through conventional weapons. It was chaired by Carroll L. Wilson from inception until his death in 1983. Robert R. Bowie, assisted by a Steering Committee, conducted the concluding activity. Staff included coordinators Susan Marcy-Leland and Sue Lena Thompson.
Three author workshops were held in 1982. Additionally, the Steering Committee held two large meetings, the first on June 13-16, 1982 in Gravenbruch and the second on January 16-19, 1983 at the Aspen Institute’s Wye Plantation in Maryland. A review committee was formed to prepare the manuscript, with significant input from Daedalus editor Stephen Graubard. In 1983 a culminating volume in four parts was published, Strengthening Conventional Deterrence in Europe. It was published by St. Martin's Press in the United States, Macmillan Publishers Ltd. in the United Kingdom, and Nomos Verlagsgesellschaft in association with Macmillan Publishers.
Funding was provided by many sponsors, both individuals and organizations.
Scope and Content
The series is contained within the Academy Archives’ Record Group XXI-B: Academy Projects and Programs. It contains the administrative and project records of the Academy relating to the European Security Study, from 1976-1986, nd. A majority of the records were created between 1982-1983 by ESECS staff at the Academy. ESECS operations and staff occupied significant physical space at the Academy, with the Academy serving as its institutional base. A significant portion of the records were created by Carroll L. Wilson and ESECS staff members, Coordinator Susan Marcy-LeLand and Assistant Sue Lena Thompson.
Records include general files of chronology and research material, operational files including staff and financial files, records of the steering group and individual workshops, publication files including printer correspondence and rough drafts, and publicity files. Of particular note are the individual papers presented at each workshop and material which relates to the death of Carroll L. Wilson.
Arrangement
Processing for this series utilized MPLP principles, thus minimum preservation steps were taken, and folder titles listed in the finding aid are as they appear on the actual folders. Original order was generally maintained, groupings of records of records mostly intact, with alphabetical or chronological order instituted.
This series is arranged into 4 subseries: Subseries 1: General Files; Subseries 2: Operations; Subseries 3: Steering Group; and Subseries 4: Project Work.
Subseries 1: General Files is further divided into 2 sub-subseries: Sub-subseries 1.1: Chronology; and Sub-subseries 1.2: Resource Material. The first is arranged chronologically, the second alphabetical by folder title. Folders begin either with author or publication title.
Subseries 2: Operations is further divided into 2 sub-subseries: Sub-subseries 2.1: Staff Files; and Sub-subseries 2.2: Financial. Each is further divided. Sub-subseries 2.1: Staff files into two sub-sub-subseries: Sub-sub-subseries 2.1.1: Staff Correspondence; and Sub-sub-subseries 2.1.2: General Administration. The first is arranged alphabetically by last name. The second is arranged roughly alphabetically by folder title. Original order has been kept for sub-folders however. Sub-subseries 2.2: Financial is further divided into 22 sub-sub-subseries: Sub-sub-subseries 2.2.1: Accounting; and sub-sub-subseries 2.2.2: Funding. The first is arranged chronologically. The second is arranged alphabetically by individual or organization.
Subseries 3:Steering Group is further divided into 3 sub-subseries: Sub-subseries 3.1: Member Files; Sub-subseries 3.2: Correspondence; and Sub-subseries 3.3: Steering Group Meetings. Sub-subseries 3.1: Member Files are arranged alphabetically by last name. Sub-subseries 3.2: Correspondence is arranged roughly chronologically, however original order was respected for groupings of records. Sub-subseries 3.3: Steering Group Meetings is arranged chronologically by meeting date.
Subseries 4: Project Work is divided into 2 sub-subseries: Sub-subseries 4.1: Workshops, and Sub-subseries 4.2: Publication. Sub-subseries 4.1: Workshops is further divided into 2 sub-sub-subseries, Sub-sub-subseries 4.1.1: Workshop 1; and Sub-sub-subseries 4.1.2: Workshops 2 and 3. Each is divided into 2 sub-sub-sub-subseries: Sub-sub-sub-subseries General; and Papers and Reports. General is arranged chronologically. Papers and Reports is arranged alphabetically by author, with collected works at the end.
Sub-subseries 4.2: Publication is further divided into 3 sub-sub-subseries: Sub-sub-subseries 4.2.1: Printer Correspondence; Sub-sub-subseries 4.2.2: Review Committee; and Sub-sub-subseries 4.2.3: Press Releases and Articles. Printer Correspondence is arranged alphabetically by Printer with multiple printer files organized chronologically. Review Committee is arranged roughly chronologically. Press Releases and Articles is arranged roughly chronologically.

Description: This sub-subseries contains records of the committee collected together to serve as a history of the Committee. This includes correspondence and meeting notes and transcripts.
