Carmen is the manager of the City of Durham's Participatory Budgeting program, currently in its third cycle. Carmen is a public engagement expert with over 15 years of experience leading civic engagement efforts, community services, and education. Before joining the City of Durham, Carmen worked in community organizations in Boston, MA, and Durham, NC.
