Deconstruct? Reconstruct? Dædalus Explores Debates on the Administrative State

The Summer 2021 issue of Dædalus on “The Administrative State in the Twenty-First Century: Deconstruction and/or Reconstruction,” guest-edited by Mark Tushnet, features fourteen essays by scholars in the fields of law, political science, public policy, public administration, governance, and ethics on the future of the modern administrative state—the more than two million civilian employees working largely in government agencies and institutions.

New Dædalus Issue on “Civil Wars & Global Disorder: Threats & Opportunities”

Civil wars continue to be a frequent and debilitating phenomenon in international politics. Of the approximately 200 countries in the world, there are currently 30 civil wars underway, including several in which the U.S. military is directly and deeply enmeshed. In the twelve essays in this issue, the authors explore causative factors of civil war, the connection of intrastate strife and transnational terrorism, the limited successes and failed ambitions of intervening powers in the recent past, and the many direct and indirect consequences associated with weak states and civil wars, including the dangers posed by pandemics, mass migrations of people, and great-power proxy warfare.

To support that initiative, the Academy partnered with organizational leaders in the national service field to develop a better understanding of why people serve and how to increase engagement. Remembrance: Arthur Gelb

Arthur Gelb, a prominent member of the American Academy since 2000, died on November 8, 2023. He served as the Chairman of the Academy’s Investment Committee and as a member of the Academy Trust. For many Academy Induction ceremonies his role was to introduce the Class I speaker (in the mathematical and physical sciences).

New Dædalus Issue on “Ending Civil Wars: Constraints & Possibilities”

It is simple to hope for an end to the world’s civil wars–nearly thirty of which are underway right now–but it is not at all simple to bring these conflicts to an end when the causes are wide-ranging, the effects are extensive, the international response is uncertain, and the solutions are elusive. The Winter 2018 issue of Dædalus, “Ending Civil Wars: Constraints & Possibilities,” identifies impediments to ending civil wars and offers policy prescriptions for states and for the international community facing the spread of instability and humanitarian crises, including pandemic diseases and transnational terrorism.

From the Archives

An Archives feature published in the Winter 2022 Bulletin recounted the accidental discovery of a broadside advertising the Marquis de Lafayette’s 1824–1825 U.S. tour. Previously unknown to Academy staff, the broadside had been found hidden behind another framed engraving and was accessioned into the Academy’s collections in recognition of Lafayette’s status as a Foreign Honorary Member, elected in 1785.

Opportunities and Challenges for U.S.-China Nuclear Arms Control and Risk Reduction

Across many dimensions, U.S.-China relations are under strain. Amid ongoing debates about tariffs, rare earth minerals, technology, and Taiwan, one challenge stands out: nuclear risk fueled by increasing nuclear competition and a lack of risk reduction mechanisms. China currently has an estimated six hundred nuclear warheads and that number is expected to reach one thousand by 2030. At the same time, global nuclear risks are rising as the arms control regime weakens, with countries withdrawing from treaties and the last remaining U.S.-Russia treaty set to expire in February 2026. Adding to the tension, in October 2025, President Donald Trump ordered the resumption of nuclear weapons testing prior to a meeting with Chinese President Xi Jingping. Without an arms control agreement or risk reduction measures between the United States and China, experts warn of a potential arms race and the risk that overreaction or crisis escalation could lead to nuclear conflict.
